Project management

The project will be managed by a Project Manager, Technical Expert, Financial Expert. 

Main responsibilities and obligationss of the team leader (the Project Manager): 

• manages, coordinates and controls the work of the team;

• communicates and communicates with all participants in the project implementation; 

• coordinates and approves financial technical reports and requests for payments. Main responsibilities and activities of the Financial Expert for project implementation: 

Introduction of measures to increase the energy efficiency of 9 Panayot Volov Srcondary School in Shumen and Panayot Volov Secondary School in Madara village:

  1. For - 9 PANAYOT VOLOV SECONDARY SCHOOL, SHUMEN the following ECM measures are envisaged, described in detail and evaluated in the working project - annex to the project proposal: ESM №1 - thermal insulation of the external walls of the building ESM №2 - Replacement of windows and doors with a system of PVC profile and glazing A complete replacement of the windows of the building is envisaged, ESM № 3 - Thermal insulation of the roof - hot and cold insulation, ESM № 4– Thermal insulation of the floor, ESM № 5 – Replacement of heating system, ESM №6 – VEI in order to meet the requirement

Connection of the two buildings to a facility for providing energy from renewable sources:

The costs for connection of RES of the building under consideration to the energy supply facility are very low. It is necessary to issue an opinion from the Energy Distribution Company, indicating the conditions and place of connection of the energy site, as well as a permit for construction of a power plant, issued by the chief architect of the municipality in which it is planned to be built.

Construction supervision:

The activity of carrying out independent construction supervision aims to ensure and guarantee the quality implementation of all construction and installation activities set forth in this project proposal. The independent construction supervision will be carried out throughout the implementation of activity № 1, by a person registered in the Directorate for National Construction Control / DNCC /, which is a legal entity at the Ministry of Regional Development and Public Works and exercises control over compliance with the Development Act.

Author's supervision

For all constructions from first to fifth category, including during the construction process, it is obligatory to exercise supervision by the designers of all parts. Therefore, the Assignor concludes a contract with the designer to exercise author's supervision during the construction process. The purpose of this supervision is to monitor whether the investment project is being implemented correctly. The instructions of the designer are entered in the Order Book during construction and are mandatory for all other participants in the construction process.

Seminar for exchange of experience and good practices between the partners

Description: The purpose of this activity is to exchange experience and good practices in the field of energy efficiency by organizing a seminar. The following will be organized: a three-day study visit - a seminar on the territory of Shumen municipality. The topic of the event / seminar / will be the exchange of experience and good practices on monitoring and control of activities aimed at energy efficiency through the use of energy from renewable energy sources in the context of the legal framework at national and European level, as well as strategic documents.

Audit

This is a final activity that will be carried out after the completion of all other project activities, and will start with the selection of an auditor and will end within 1 month after the expiration of the grant agreement. The auditor will verify and analyze the management of financial resources and keeping proper records in the implementation of the grant agreement. The request for final payment will be accompanied by an External Audit Report (according to the model of the PO) of the accounting documentation for the project, prepared by a registered auditor.
